Frank Rosso
Chief Executive Officer & Chairman of the Board

Mr. Rosso is one of the Co-founders of Empire Diversified Energy Inc. a Florida corporation formed in 2014. Mr. Rosso has been in the Coal business for more than ten years now both in Colombia, South America and the Appalachian Regions of the United States. From 1986 to 1997 Mr. Rosso worked at several major Wall Street firms including Morgan Stanley, Gruntal, and Dean Witter. During this period, Mr. Rosso held the positions of Corporate Finance Director, Syndication Manager and Vice President of Investments. Mr. Rosso earned his undergraduate degree from Huron College in South Dakota where he distinguished himself as an All American quarterback in the NAIA conference.

 

Richard Tuorto
Co-Chairman & President

Mr. Richard Tuorto is the Co-Founder and serves Co-Chairman of the Board for Empire Diversified Energy. Mr. Tuorto has served in the public sector for over 40 years, and is recognized as one of the foremost M&A specialists in the coal and waste management industries. Mr. Tuorto has owned, operated, managed and developed over $500 Million in assets for public concerns over the last four decades, including coal mines, processing plants, transfer stations, landfills and proprietary transportation technologies.

Chief Financial Officer & Director

Mr. Baccash served as lead tax partner with PricewaterhouseCoopers responsible for the delivery of high quality tax services to a diverse multinational client base. With over 38 years of tax consulting experience and 24 years as a partner. George has been partner in charge of tax services for the Jacksonville, Memphis, TN, Jackson, MS and Saudi Arabia offices.
George served as Senior Vice President and Chief Financial Officer for Orange Lake Country Clubs in Kissimmee, FL. George re-joined PwC in 1998. George was also the lead partner responsible for delivery of services to Hilton Worldwide. Mr. Baccash joined the company on September 1, 2015

Earl Shockley is the President and Chief Manager of inPOWERd LLC. Under the inPOWERd brand, Earl works with clients to mentor and develop organizational thought leaders and build strong organizational cultures by espousing the fundamental principles of inPOWERd © (Intelligent Empowerment). The fundamental principles of inPOWERd © captures the most important elements that drive strong cultures and thought leadership. Earl also works with clients to develop and implement ethical decision making frameworks using ethical pluralism models.

Earl has 35+ years of industry experience spanning his military service and east/west coast power system grid operations. Earl was a Senior Executive at the North American Electric Reliability Corporation (NERC) and was responsible for directing activities involving the start-up and sustainability of the newly certified Electric Reliability Organization (ERO). Earl’s leadership was key in the development and deployment of many of the ERO’s key programs. Earl was instrumental in the shift from the “zero-defect” compliance and enforcement approach to one that focuses on a company’s ability to manage reliability and regulatory risk with associated internal risk control Systems. Earl also led many NERC analytical and investigative efforts including: the FERC/NERC Inquiry and Investigation of the September 8, 2011 Arizona-California Blackout, the joint FERC/NERC Compliance Investigation of the February 2008 Florida Blackout, the FERC/NERC inquiries of the February 2011 Southwest Cold Snap Event and the October 2011 Northeast Snow Storm Event.

Walter Bussells is the President of Forbes Street Capital, which is focused on investment in energy, water and infrastructure projects. Forbes Street Capital’s investments range from an advanced technology U.S water company being taken global, to a compressed natural gas (CNG) transportation vehicles fueling company rapidly expending in the southeastern U.S.
Walt’s consulting engagements have ranged from advising a major Midwestern natural gas and central station chilled water utility in their acquisition and integration of a large Midwestern city’s water, wastewater and storm water utility, to advising a major New York based private equity fund in their acquisition and restructuring of a U.S. publicly owned utility.
Walt enjoyed a 29 year career at the Jacksonville Electric Authority, the municipally owned electric utility serving over 1 million people in the greater Jacksonville area. He rose through the ranks as Controller, Chief Financial Officer and Deputy Managing Director. Walt’s last 9 years of service at JEA were as CEO, before his retirement in 2009. Walt’s impressive resume also includes many civic achievements, such as service as Chairman of the Board of Seamark Ranch, a member of the Jacksonville Civic Council and Chairman of the $1.5 billion Jacksonville Police and Fire Pension Fund Board of Trustees.

Dr. Lawrence Chimerine is President, Radnor International Consulting Inc., in Radnor, PA; and Partner and Member of the Investment Committee of Miller Investment Management (formerly Strategic Capital Advisors) in West Conshocken, PA. He is the former Chairman, Chief Executive, and Chief Economist of Chase Econometrics and The WEFA Group.
From 1965 to 1979, Dr. Chimerine was Manager of the U.S. Economic Research and Forecasting for the IBM Corporation. He left IBM to assume the chairmanship at Chase Econometrics, and in 1987, was appointed chairman and CEO of the WEFA Group. During the 1990’s, in addition to founding and operating Radnor International Consulting, Dr. Chimerine was Managing Director and Chief Economist at the Economic Strategy Institute (ESI) in Washington, D.C.
Dr. Chimerine’ s latest books include, Business Opportunities and Practices in the Far East and the Handbook for Raising Capital, both published by Dow Jones-Irwin. Dr. Chimerine appears regularly on the Lehrer News Hour, Adam Smith’s “Money World”, Wall Street Week, Today, Good Morning America, Crossfire, C-Span, CNBC, This Week, ABC Evening s, NBC Nightly News, and other popular television programs.
